Connecting National Payment Infrastructure

Real-time payment networks across Asia-Pacific are expanding beyond their home markets as nations work to link domestic infrastructure internationally.

Two distinct approaches are emerging. Five countries are building a shared framework to interconnect their national instant payment systems, while India is testing whether its Unified Payments Interface can scale globally through a partnership with Ant International's Alipay+ platform.

Domestic real-time payment systems can serve banks, consumers, and merchants within a single country. Taking those systems international means establishing connections with payment infrastructure beyond national borders.

Project Nexus Framework

The Bank for International Settlements is backing Project Nexus, an initiative designed to link the national systems of Malaysia, Singapore, Thailand, Indonesia, and the Philippines through a common technical framework.

Rather than creating separate bilateral connections between each pair of countries, participants would connect once to the framework and gain access to the entire network.

This architecture fundamentally changes the economics of geographic expansion. Five payment systems relying solely on bilateral relationships would need multiple individual links. A common framework makes the network itself the connection point.

For financial institutions and payment providers, the key benefit emerges when additional countries join. Bilateral models require new technical integrations for each market. The Nexus framework is designed to provide access to all connected markets through one integration.

This approach could eliminate delays and costs tied to routing payments through correspondent banks. It suggests that an instant payment system's international reach need not depend on the number of direct foreign connections it maintains.

India's Alipay+ Partnership Route

India is exploring a fundamentally different expansion model through discussions between government officials, central bank representatives, and Ant International.

The proposed connection would link India's Unified Payments Interface with Alipay+ for cross-border transactions. If implemented, Indian travelers could use UPI at merchants throughout markets connected to Alipay+.

The scale is significant. Alipay+ operates across more than 100 markets, serving approximately 1.8 billion user accounts and over 150 million merchants.

This creates an alternative path to geographic expansion compared to Nexus. While Nexus connects national instant payment systems through shared infrastructure, the UPI-Alipay+ arrangement would plug a large domestic payment system directly into an existing international merchant network. One builds system-to-system links; the other provides immediate access to established merchant acceptance across numerous markets.

Mature Domestic Systems Seek Global Reach

The distinction between these approaches could prove important as more real-time payment systems look beyond their borders. Building domestic scale requires different architecture than building international reach.

Asia-Pacific already hosts mature national real-time payment systems, including infrastructure that has operated in Japan since 1973, Malaysia since 2006, Singapore since 2014, Thailand and Vietnam since 2016, and Indonesia since 2021.

These initiatives pose a broader question for real-time payments: can systems designed for domestic speed achieve international reach without establishing new payment relationships at every border?
